Yarron it's a pleasure to be interacting with such a courteous person who might be disagreeing, I think you have exactly the right attitude of an ideal leader of a country who genuinely wants the best for their country, this is how you will get the truth, which you can only get by not intimidating anyone into just saying what they think you want to hear.
I should stress to you that my opinion is based on an extensive formal systems Engineering study of the global energy problem, I don't see it as opinion, to me it's just observation.
On your point number one, I don't see it as either or - it's all energy, the direction of energy flow between authorities and governed people has to be from the governments or authorities / elites to the governed people, not the other way round. This is needed to not force people to carry on exploiting the planet to get the energy they need to replenish what was taken from them by government / authority / elites. If we draw an energy flow diagram as things currently stand, converting everything including money to energy, we see authorities taking energy from governed people. Most authorities seem completely dependent on this. The same goes for every platform, every business for profit, every elite establishment, every business. All are dependent on users / subscribers / subjects / citizens for energy income from the public, and this energy load on the public forces the latter to extract energy from the planet. So the energy flow diagram currently shows a flow starting from the planet, going out through the public, and on to authorities / governments / platforms / businesses, with the flow continuing through the latter, to end as an arrow pointing into the atmosphere beyond government / authorities towards sun, to indicate generation of rising temperature.
Hence why I see solar indexed stimulus being the only solution, it's required to make the energy flow from authorities / elites, to people. The solution is to have energy flowing from sun to authority / elites, into people, who will then add energy to planet voluntarily as a natural outcome. Voluntary work tends to be beneficial.
