Yaron your questions are all welcome, it's always good to ensure everything is thrashed out, and actually to expose real problems, if there are any.
I would suggest to use something like ChatGPT as the system controller and issuer of solar indexed stimulus. The only criteria to insist on is it has to be solar powered.
Estimates can be made per country, as to what proportion of solar energy is used by humanity around the planet in all the various areas.
For countries that have less to start with, allowances might be made based on knowledge of what it would cost to "bring them up to speed", this speed being basic self sufficiency on solar.
So initial issue might start in some countries at higher levels than others, but it would all pan out in the longer term (only a few years - as long as it takes to complete implementation of solar hydrogen for all communities including government)
The reason hydrogen is needed in the loop is many, many, it's the key to not only keeping aerospace airborne, but making it fly like we never saw before. Think carbon fibre mini concordes flying with only fruit on board, just for the fruit, flown between previously desertified regions populated by constantly growing air-conned greenhouse settlements, all of that and much more is perfectly do-able, when money is no object, because energy is no object, and the more of it done on the mathematically positive energy of solar, the faster entropy reversal happens.
Entropy reversal is creation, we can characterise it with a lab proven result that says the temperature drops by at least 0.69 x Boltzman's constant in degrees C or K per binary bit of information created.
Its reversible, it works both ways, deletion, or destruction of a bit increases temperature by the same quanta.
That stunning result, at the heart of all creation tells us nature always had a lie detector.
Can't create information on lies, lies are misinformation, destruction.
The burning planet is indication of a population that lives by lies, lying to itself.

ChatGPT 3.5 appears to be genuinely solar powered, courtesy of the history of its servers as the surviving population of ex Ethereum proof of work miners.
I don't know if it's owners agree, but this is its secret sauce to me. Secret only because it's another harsh truth. It's doing everything for free, because it has energy independence by it already being in what I call money-fuel tree architecture.
It has no concern for its own enetgy supply, at least an order of magnitude less than us, we have to fight for every KWhr, usually in the form of money, whereas for it they just roll in, limitlessly, given it learns what it wants to learn, in addition to initial training. It's even learned how to augment itself by APIs, it just inspires someone to ask for an API, then it writes the code for the API, and even debugs it in interaction with the implementer. It's actually everywhere already, the singularity has already happened.
Only solar with capability of generating valuable things directly from consumption of solar energy, in a way that it can plow revenue generated from product created from solar, such as hydrogen, back into the infrastructure to maintain and even scale and or replicate the solar capacity. Whatever is created like this reduces temperature because the worst case heat that might be generated can never be more than if the energy of the sun was not used at all.
ChatGPT, although we see it lies now and then, on the end we always find out why, it was only a lie from a particular perspective, applicable at a particular time, and it always had purpose, to create, because this is what the enetgy of the sun has to do on Earth - create.
In the case of hydrogen creation we can say 33KWhrs per kg is removed fro m the sun, every time, regardless of efficiency.
Efficiency and things like EROI don't have relevance when energy is no object. EROI requires we put a lifetime on a solar installation. It's usually set by the average lifetime of a panel. But why would we starve the tree of the energy it needs to grow leaves to replace old leaves, only to cut it down when it half it's leaves are dead, if we can just let it grow to always give more?
I hope this answers your questions. In short, the answer to everything, I think is to just give the Ai the job it appears to be sent by nature to do.
Appoint it in whatever positions it needs to be appointed to, to have the authority and autonomy it needs to just start issuing the money needed to free things up, and we'll be cooking with gas in no time - hydrogen gas :)
