William you seem to have a better handle on this than anyone else I've read in Medium, in about five years of working on the solution from my own point of view as a long practicing systems Engineer.

Imho, there is a quick solution, in fact there is only one solution, that is solar, which in a way can be used to charge the battery back up. The roll-out of it can, and probably will be done in over only a couple of years. Vietnam has shown only a little of what is possible, if you look there, but also take into account it has to be backed up by hydrogen (It isn't, in Vietnam), and the quickest, most painless way to get the funds to do it is by "Kardashev Money", which again you can look up in Medium.
