How yor've worked this out would be called a stakeholder analysis in Systems Engineering, to work out what motivates all parties, weaving a tangled web.

The remarkable thing about all of it is that the individuals themselves participating in the systemic drive towards war, are mosly unaware of their own part in it, in fact they even think they are doing the opposite.
