This article would make more sense if it was critical of the profits sought by some suppliers to supply electricity at profit from people who have very little wealth or means to pay (In the case of the solar systems remotely switched off unless payment received, for example).
Profiteering from poor is surely very bad for an economy.
There are two other alternatives; don’t provide the electricity, or provide it for free.
Which if those would be more likely to improve an economy?
