There is an exception, which I think warrants some consideration.
In the case of a Kardashev Money society (Money generated by all, continuously in a Gridless distributed community solar powered world, backed by their solar product received), "They" above would be all poeple, regardless of any government. In that case, since capital would have ceased to have any value, it could not be wielded for advantage / political power, all people would be trading in truly free markets by donating free money representing themselves or their community, towards the things they saw as valuable. That would be robust, pure fine-grained democracy, with no influence from capital. and it would be sustainable, taking nothing out of the environment, generating no pollution, only adding beneficial output to the environment, created from the energy of sunlight, similarly to all else in nature.
We saw something like this when 4Tn stimulus was being issued per month in US, oil prices went negative for the first time in history whilst the market value of the stimulus currency went up, amongst a stack of other surprising pro-environment and pro-people events. Everyone was trading with free money via the Robinhood app, whilst the whales ran for the hills.
That seems to me to be the real reason the establishment fell out with the orange menace, he was a loose cannon, he almost blew the gaff, their secret was nearly out, that there need be no scarcity enforcement nor value in capital, if everyone has free money, the power is automatically distributed.
Now nature is forcing our hand, there is only one sustainable solution of energy utilisation structure, it is 100% solar, and it is distributed.
Also with ubiquitous sustainable free money, most crime is eliminated (Criminals are paid so why commit crime), and therefore also the need for much of law enforcement, and government, showing that they are unnecessary power consuming "bullshit" industries.
I would call that system "Energyism", as a real alternative to Capitalsim.
As said, it looks to me like nature is forcing our hand towards that outcome.
