The safety case goes something like this: If the consequences are unacceptable, no amount of risk is acceptable.

Would you agree worst case outcome might be something like critical mass accumulation?

Is there even an infinitesimally small risk that could be happening?

If so, the question that should be asked is, would the outcome of that be acceptable?

If the answer is no, then steps should be taken to remove the risk.
