I applaud your sentiment here, but the problem with taxing things like this, is that it doesn’t remove the thing causing the problem. Hence the reason you can find thirty years of history, charting a reduction yes, but not its removal. Government can even become dependent on the income.
The solution is not to fine for committing the crime, the solution is to reward for not committing the crime, it seems to me.
