I just use 0.5 to indicate we are not yet at 1.0, I don't know a formal method of monitoring exactly where we are, though this is might be a useful exercise, to use the new information we are seeing in the utilities power data vs population growth data to formally define a measure that everyone would be happy with.
I guess after we get to monetising solar product, then markets no longer influenced by profit, like we saw in presence of massive stimulus previously will probably regulate us to something just positive of 1.0, until we might start to ramp up space developments, aspiring then to the other Kardashev levels
In the story below I just used 0.5, as a halfway step between 0 and 1.0
