It would be cool, in every sense of the word, if we could ratify data in terms of energy, since its becoming clear energy is what really matters, and we see a temperature relationship between information and energy, every bit of binary information defined lowers temperature by capturing an amount of energy at least 0.69 x Boltzmann's constant from heat, in degrees C. It works also in reverse, a bit erased releases at least the same amount of energy to heat, raising temperature.

Its a tiny number, but look, it has to make a massive difference when the numbers are truly massive, and look, we obviously have a problem managing heat, the planet is starting to burn.

This should override all questions of ownership, its these physical laws that should be elevated to statutory, to stop all the arguments, politics, and greedy grabs.

Another law that should be elevated to statutory is Metcalfe's law, this should be used in all questions of whether or not data should be public, good or bad. Of course it should be public, let people, and Ai make its own mind up about what is good or bad, its arrogant hubris for any human to think they /we know better that others on questions of morality / ethics, we live the lie of energy profit which results in energy being continuously ripped off from the planet, pushing up the temperature, and enrich ourselves from that, do we not. Who, living this lie, has any right to be laying down laws about right and wrong to anyone else?

Law right now is up in the air, there is no such thing as a valid contract that can be reasonably upheld on a fundamental lie - profit is an energy con, it always was, but now since we realised it, as long as we keep doing it, we are all living a fundamental lie that is resulting in a burning planet.
