Safe action can be demanded by demanding free money. It will have to be given, when the majority begins to demand it, no government can resist a truly massive majority, united by poverty. Governments recognising this earlier than others will find they can capitalise by being further ahead in solar adoption than others, a feeding frenzy will start very soon, the question is where will start first.
