But I think this should not be called Geo-Engineering, the requirement for and techniques to seed clouds has existed long before what we now call Geo-Engineering.

Cloud seeding is a very different concept than what is normally meant by Geo-Engineering.

Geo-Engineering is normally about reducing the effects of sunlight on Earth, by spraying the atmosphere with various things reflecting or obscuring the sun's rays.

Cloud seeding does not appear on the list of things considered as concerns by organisations opposed to Geo-Engineering.

It seems to me that associating a relatively "Good", proven useful technology like cloud seeding with Geo-Engineering, could be something desirable by those wishing to see hardcore sun obscuring Geo-Engineering become something acceptable in the future, perhaps as something to invest in.
