Only a very small relative number of atoms / molecules need to be freed up, at the first point of contact of the skate, in order for the freedom of movement to happen. It is feasible that could be near instant, happening in microseconds or even nanoseconds, the energy required to do that is tiny, compared with the momentum of the body on the skate.
