China seems most advanced, a vast range of equipment exists on Ailbaba. But hopefully you can see why use of it this way would be not be encouraged by established government or banks, or utilities energy companies, any or all of them being basically driven by profit, even the Chinese government. They all stand to lose profit if we all used it on a domestic and community basis, so any communities currently using it would be operating under the radar of established powers, therefore not wishing to step forward to say they are using it. To me it seems highly likely that the crypto miners publicly kicked out of China a few years ago were probably using it. This would have made most sense for their business models, and would have been something naturally arrived at by trial and error, I would say.
