Nothing is likely to change until the economic drive to profit from fossil fuels is removed. Only free energy from the sun can do that.

So the answer is for governments to create huge funding subsidies for companies to start working in it, as they see no profit in supplying free energy.

The first governments to do this will come under fire from some others to prevent them gaining competitive advantage from free energy.

So it needs to be an agreement for all to do together.
