Joules from the former are not additional to the capital of Earth, they are already on Earth, therefore use of them can't be added to capital economy as money. Attempting to do that would result in the economy actually contracting, since we would still be discharging the "battery" of Earth.

Solar, is Joules additional to those already on Earth, therefore money can and should be issued on those.

That is the simple physical reality, it transcends politics. Right wing or left wing is irrelevant.
