Looks to me like Ali was acknowledging there were exceptions, but his point was that there are not enough exceptions. I don't see any justification there for broad brush accusations against any race. But I did see somewhere there that allies are much appreciated. Are we? Or did you just forget to clap for anything good I might have said? :)
