Kote, imho, if I interpret you correcty, essentially you have the right instinct here; decentralisation. But the system needed to support it is maybe different from how you describe it in terms of it all being "Closed".
It can't be closed, that is the problem we already have with the one big centralised planet approach, it all needs energy, which we can't keep extracting from Earth, since consumption of that firstly generates toxic waste and other harmful environmental effects, and secondly has to run out.
Its a bit like Earth is just a big battery, trickle charged by the mains socket of the sun. Our dipping into it, all the time, keeps discharging it much faster than the sun can charge it.
So we can only turn to the sun for our energy now.
The good news, for your instinct is that solar energy, backed up by hydrogen, suits it perfectly. It is distributed by nature. For us to use it most optimally, it is best employed by community, all communities, each with their own microgrids, no centralised national grid needed. By that, we will easily achieve 100%+ solar power, within not very long at all, maybe one or two years after release of appropriate funding. The nature of hydrogen back up is such that an excess of it is produced, when more solar than needed to back up microgrid utilities exists. That excess in all communities is then available for all transportation.
The money to do it will probably come for free, just because all people will demand it, when inflation removes all wealth, even the roofs over our heads.
The inflation itself can be explained by the fact that more than tens of GigaJoules of energy per second from the sun are already being put to use in all developed countries, from already existing solar farms in all countries, more than 10% of our energy requirements, still scaling up by necessity.
But no money is issued on that energy, which is donated to us, as opposed to any energy we extract from Earth.
The only way it can be reflected by money is for money to be issued for free.
See free energy means free money, and until that is accepted, and acted on, we will see inflation ramp out of control. Like the rise in pollution, its exponential, a hyper object. Every estimate made to try to guage what it will be even a few months ahead, will be an understimate.
Just watch, nature has the greedy cetralisers and empire builders at check, with one move to mate. Either they watch their billions disappear by inflation, or they issue the free money which will devalue their capital anyway.
But at least when the money is issued, it will have value again, of that we can be sure, as we saw it before when 4Tn per month was issued in US, a lot of good things happened.
