It would also create a business which would quickly become dependent on the tax revenues, thus perpetuating the problem.
Big business and big government are the sole drivers for big centralised energy production, of course they are not enjoying seeing power becoming distributed, it weakens their case for continuing to exist. But the trend towards distributed power will continue anyway, they would do well to accept this is the way ahead, and restructure accordingly, cutting out all the bullshit industry which requires centralised energy sources.
It looks like they will be forced to do that very soon anyway, because there is still no issue of funds for the donated energy being put to use, money is not representing that very valuable product, so the money is devaluing in markets, hence we see inflation.
With the donated energy undeniably in use, as it has to be, driven by nature, there is no other way to preserve the value of money.
In the battle of nature vs the greedy, nature appears to be at check, with one move left to mate.
