The logical thing to do, if they really are worried about Cuba cosying up to China, is to remove the Cuban Embargo and start trading with Cuba, offering them some alternative to what China is offering.

The US seems incapable of seeing Cuba as anything more than a US plantation gone rogue, they seem to still think Cuba and the Cuban people are their property, to starve and punish, as they see fit.
