It all comes down to profit, as far as I can see. Not just in cyber security per se, but profit is what the attackers want in all scenarios - energy in the form of money from profit.

Banks, corner shops, olive oil suppliers, fossil fuel suppliers, are all just fighting a war of attrition vs profit. There simply is not the energy profit margin that there once was for reliability / security / safety. They all have to be progressively scrimped on, as availability of energy goes down, until soon there will be none, and all will be energy bankrupt, which means dead. If we can't even get the energy we need to metabolise, then we die. This is the ultimate outcome of the profit driven model of all business, which continually pushes up global entropy (Temperature), its all energy robbed from the planet as profit.

reliability / security / safety is what everyone is reduced to trading off against profit, impacting one another, in the scenario of depleting availability of energy on the planet, because we've used about as much of it as we can survive.

We are more or less trying to kill one another now to survive, and its all unnecessary, profit has seen its usefulness come and go.

We need to move to using the energy of the sun by monetising it, more or less instantly removing the artificially imposed scarcity.

Then nobody will bother going to the trouble of attacking anyone else, or any other bullshit because they will no longer have any need to do it, and therefore no-one will have any need to police it any longer.

Its either that or global energy bankruptcy - death, not just of us, but all living things, more or less.
