Is millihertz what you meant to write? This would mean 11 x 1/1000 Hz, so a frequency with cycle a thousand seconds long, which would be impossible to detect every minute and a half. Even if the cycle was only 100 seconds, or ninety seconds (A minute and a half), it would still be impossible to detect using a sample time with the same period.
