In addition to my last comment, another thought occurs, assuming I have not misinterpreted your description of tiered democracy.
The governmental structure I noticed in Cuba appears to be something like what you have described for Tiered Democracy.
The immediate problem we have with that, is that it is perceived as being a kind of communism.
It also appears to be similar to the proposals of Ocalan, the cult hero of the Kurds, imprisoned without any obvious limit of time by the current government of Turkiye, who obviously see it, or saw that as a threat.
And of course the West takes even bigger issue with the government of China, which, if we look at the numbers of people involved in Chinese government, again screams something tiered, more or less as you identify.
Add to this that it is a very similar structure as appears in many companies, especially the bigger companies like the motor industry, big pharma, etc, at the head of each segment of each tier, is a manager, who only needs to maintain direct relations with a handful of people.
So it looks like the terminology of communism is something that needs to be addressed.
Acknowledging what all have in common would be a good start, because whatever comes next, it has to be compatible with those other governmental systems, rather than something seen as directly opposed, causing wars etc.
We need peace and cooperation between all world governments, rather than the deadly energy and life wasting playground politics we are seeing.
