If you put a vacuum cleaner on the intake of your pc, you were creating a vacuum that would have opposed the action of the fans inside, this would have slowed the fans, rather than increasing their speed. If you mean you put the vacuum cleaner on the output of the computer fans, then you would have been accelerating the action of the fans.
