If we incentivised solar by issue of solar indexed stimulus (it's a very generous ubi that would go up with more solar put to use), and all installations were hydrogen backed, we would soon find that the excess hydrogen would keep planes in the air and all transportation on roads and at sea, and even convert to food. All this would happen with side effects of circulating and filtrating both water and air, whilst removing part of our load from the conventional food chain, allowing that to recover also.
Best of all, the fundamental action being creation, is a negative impulse on temperature, the opposite of destruction, which is what we did by extraction.
Naturally we would want to do as much of that as possible, hell we'd be breeding like rabbits to do more, and there could never be any harm in it.
It is amazing how much we underestimate the energy of the sun. That one thing could be the biggest mistake we ever make, imho :)
