I write about the solution a lot, it isn't political, its a new paradigm we might call "Energyism", it isn't a plan, more an observation of how things will go, though all people do have some influence, Mike's point seems to me that even knowing the solution, not many folk will do anything about it until their own ass is literally burning.
I believe the solution will happen when massive stimulus is demanded by millions in the street.
