Though I would agree with a lot of what you said here, I would argue that above you just described an Engineer. I am an Engineer, but never heard of this term "Clinical scientist" used in that context. Also I think it is important to separate out, that there is a large portion of the scientific community who are practical, but their voices are generally drowned out by those who are more political, though not so practical.

In my experence, on many Engineering projects, common sense always comes round in the end, otherwise the project fails.

Currently, common sense on the project of switching to genuinely sustainable energy looks to be still some way off. This is what I am having trouble getting conventional scientists to accept:
