I think they will do it, when they realise that is the only way to fix inflation.
The inflation is the thing to watch, this is an indicator of how far apart creation of economic product by solar, and issue of money have diverged. Utilities energy supply is scaling down whilst solar is scaling up, much more than anyone seems to want to talk about, because the answer of what needs to be done, horrifies most capitalists - the issue of free money, massive free money, to reflect solar product already created and ongoing since around 2005.
Issue this to all communities with the required expertise to implement solar hydrogen and the problem is solved, in only a year or two, with the instant effect of energy use cooling the planet, instead of heating it, and even removing some of our burden from the conventional food chain, allowing this to recover also (See "Solein").
I've published data backed evidence of this elsewhere, what we are seeing is the beginning of a transition from energy extracted from Earth, to energy received from sun as donation, it requires a completely different treatment of money and energy, the opposite of scarcity enforcement, actually the object, for which everyone will be rewarded, is to capture, use, and pass on as much energy as can be gathered from solar, whilst money has to be continuously issued on it, at the going rate of energy per KWhr in markets.
