I like your analysis here because it shows a little of how we need to think, to unravel the energy problem.
What you've covered (well actually uncovered! ) here is a very useful part of what I would call a stakeholder model. Thanks for that.
I say part because even with formal tools and techniques designed for the task over the past thirty years or so, we have to keep in mind it can never be complete, just adequate, to be used to trace to the solution forming a system design.
An obviuous omission from your analysis that occurs to me is the part played by the US. They are obviously stakeholders with goals and consequences, what part do they play?
