I am not sure of the details of the tax you mention, sorry.

My own opinion on taxes is they are never good, since we know governments have access to free money, the only reason for them still to be collecting taxes, is to maintain bullshit business, i.e. businesses they have financial interests in, which exist only to generate money for them, but which require energy from fossil fuels nonetheless.

An example would be any kind of carbon tax, such a tax being levied, and paid, validates the business of producing carbon, it does nothing to stop the business of producing carbon, but everything to encourage it.

If we really want all the useless energy wasting bullshit business to stop, the business of taxation itself, and maybe even manual government is bullshit business, it seems to me :)

What is the difference between a fine, and a tax?

Both look like bribes, to look the other way, or even protection money.

Why not just pay everyone not to commit the crime, if we have free money backed by solar product? I write often how money issuers are going to have to do this, distributed to all people sooner or later.

It is a physical, structural requirement of solar energy, money has to adapt to a function similar to the nutrients in trees that carry energy from leaves to root, and and onwards to all living things.

By that we'll see the end of all value in capital, and it is happening right now, beginning with inflation.

Money is moving from representing capital, to the Joules of energy received from the only actual source of energy, the sun, and to accurately represent those Joules, it has to be issued constantly forever, to all people, in order to maintain its value relative to other currencies in world markets, because the energy it represents was donated, for free from an extraterrestial donor, unlike any other "Source" from Earth (There is none, only fuel, on Earth).
