I am an Engineer also and couldn't have said it better, well put. To me the stakeholder analysis gives us the "Why", it comes from an anlyisis of people, rather than of physics. So stakeholder models can be highly controversial things, often stakeholders don't actually know what they want themselves, until we present the art of the practically possible physics, and when they see it, they say "Yeah! That was what I always wanted", and we update the stakeholder model accordingly. We can massage people to fit the physics, but not the other way round :)
