I agree with just about everything you've said here, but actually would go a step further and say the main reason Africa is so behind, really is because of continued Western interference. Most of the selfish warlords you identified as being in charge, yet neglecting the needs of the people of their communities, were put in place directly or indirectly by Western inteference, most will have business interfaces with Western powers.
Africa is the main target of Western Business because it is so rich in resources, we have drawn a lot of our energy needs from there for most of known history.
By energy I mean not only the energy in things like oil, but also the energy in food, and even minerals, and of course human labor. I think we are finally starting to realise all of this has resulted in the global energy problem we are seeing, and at the root of it all is profit, the mechanism we use to make deals, by which the energy is transferred. All of it, all energy transferred by profit, is energy extracted from Earth, and if we consider Earth as something like a giant battery, trickle charged by the sun, we have discharged it a lot faster than it was ever charged by nature.
So the only way out of this is to turn to the energy of the sun, and start using it direct.
The problem we are facing right now, is that we, at least in Western developed countries, are some way towards making this transition, around 30%, but so far we do not monetise or value the energy from the sun, nor any of the significant, growing economic product created from it, at all, we issue no money on it whatsoever, with the result that money is devaluing, because it is increasingly not representing the growing thing of value.
The only way round this in turn, is to start issuing money for free.
Sooner or later we will have to do this, because not doing it is the thing unsustainable. Further, we will need to do it honestly and fairly, to ensure maximum value of money, The only way of doing that, I think, is to use Ai, which does not have human weaknesses leading to greed etc. but which has the capability of monitoring all energy received from solar, and issuing the corresponding funds to all people in a way that adds most value to us, in order we can add most value to Earth.
Sounds too fantastic to be true, but watch what happens, the instant this stimulus starts to be issued, we will move to 100% solar energy in a flash, it only takes a year or two for all communities to go completely solar powered, and if also backed by hydrogen, will result in a new solar hydrogen ecology.
Africa is obviously in one of the best places possible to benefit from this, you literally have the lion's share of the sun there.
I hope Africa does pick it up quick, it could very quickly be a world leader in this.
