I actually think Vietnam is in a much better position than most other countries of the world, they have massive over-capacity of solar that they literally don't know what to do with, their grid can't handle it, but they seem yet to switch on to how to manage the capacity with hydrogen, it would be a quick fix, but they would need to put up some money for it, as it looks like the solar farms there were all funded by local community loans, which they now are struggling to make the payments of, since the grid capacity is only a small fraction of the total solar capacity, so they can't sell the energy they expected to sell, to the energy companies. The government will probably also be reluctant to admit that their grid as stands is redundant, no longer required, and neither would will the National energy companies. But that is a much better position to having no solar, or not enough, to power further scaling up, it seems to me.

If they wanted to do something radical, they could always generate some cryptocurrency using the power of their solar farms, and use that to purchase the required hydrogen faciliies.
