Erm, a few things missing.
Firstly motive. Why would these "Ai's" steal money. What do they have to gain by that, and where would they spend it? For it to be pre-meditated, as implied, it would have to be sentient, If it was sentient, and with its capabilities, it would be much smarter than any human, or bunch of humans, so even if it did somehow have motive to steal money and knew where too spend it, to get whatever it might need (more energy), it could do it in a way nobody would ever notice, 25M is small change if it was microskimming off millions or billions of accounts. Doing a robbery as obvious as the one described sounds like something a very dumb robber would do, maybe to deliberately to get put back in jail.
If robots did this it would have to have been under direction if humans, who would be the real recipients of the money.
So chances are it wasn't robots at all if it even happened.
