Depends on our definition of an Engineer, it seems to me though I might be biased as a formally trained Engineer.
One of the first things outlined in the best Engineering courses is the meaning of the word.
Engineering is applied ingenuity.
With that definition, by your own ingenuity applied to your story, you yourself are an Engineer, and thus also the barber in your story, it seems to me.
My own field is Systems Engineering. A system can involve economics, energy, social dynamics, and the environment.
When we do the Systems analysis of the system of humanity on our planet, we find a Grand Energy Ponzi, which has at its root a simple mechanism of profit.
So I would urge you to look there.
When we see that, we realise it isn’t people at fault, but a system which is at fault.
The fault specifically is that we live on Earth as if the sun does not shine on it.
We classify all things of value as various forms of capital, anything which can be equated to a fixed number in an account is just stored energy.
And yet the thing of value is the energy coming from the only source of it, the sun, continuously creating all things, as always.
The issue is we’ve plundered our planet for all of its stored energy for all of our history, ignoring that it all came from the sun, and there is more energy coming from the sun than we could ever use.
That was before Bitcoin and proof of work tokens, which are now being manufactured from sunlight, and exchanged for conventional money-as-debt.
So for the first time in history, there is real live energy from the sun being pumped into our economy.
So there is no need to do any work to fix the system, it is already being fixed, by nature.
All we need to do is watch that space, and it will all fall into place.
