Dave I like your tiered democracy proposal, I believe it could work with also the energy problem sorted out by 100% domestic and community solar backed by hydrogen, as this will put the physical power needed by people to wield political power, equitably distributed, but a similar issue seems to apply to it as you identify applies to Chomsky's recommendations; getting the majority of folk to do what is needed, will cause some pain, and it can't be pain exerted by authority, or it won't work.
It looks like all we can do, those of us knowing and seeing any solution, is to keep pushing out the education, whilst even learning ourselves, accepting that what we are seeing, all of us more or less, is something unfolding, never seen in history before.
By that I mean only since around 2005, have we seen the phenomenon of mathematically positive energy being put to use by humans, that is energy which adds Joules into the natural infrastructure of nature, rather than energy which removes Joules from the natural infrastructure.
This has some completely different physical requirements which can't be met by conventional profit driven business, or technical capitalism at all, yet it is the only physically survivable way forward as a species.
As far as I can tell, we are moving to it, doing what is necessary and natural mostly without realising it, but it is the end of the era of energy by extraction, and all ability to wield power by capital.
Of course it will require something like your proposal for government, when the collapse of the old system reaches a stage where everyone has experienced enough pain to realise that each and every one of us has to work together, putting in the time necessary to create a new, distributed government structure.
I just hope not too much pain.
Global PTSD didn't help much last time round, I hope we don't have repeat that again.
