Chip, if the engine in the car is getting bigger by addition of immigrants, then the tank capacity needs to be scaled up accordingly and filled with enough fuel to keep it going, and this is possible, by domestic and community solar hydrogen, especially if the immigrants are empowered to participate in the fuelling (By equipping them with solar indexed stimulus, like everyone else).
