By design, debateable, from the POV of a longstanding systems Engineering professional with previous experience in pre-Starlink Satcom systems, I can tell you it takes years to design and test robust Satcom systems for longevity, whereas amateurs can throw up temporary shrapnel within months of concept. If that is what you mean by designed, then I guess it was designed to fail quick.
