Begs the question of what the author means by "Court"?
What court? A US court?
No way would it be legal in any other court.
China and! / or Russia are two countries who probably won't ertertain that idea in any court, they will just respond with military might, to military might.
If anything this is like a declaration of war on the world, if its true.
