Absolutely. This is what stopped it when it became apparent the decommissioning costs outweighed the energy yielded. This is in addition to the temperature cost on the planet anyhow, which is significant, the preperation of materials has to waste massive heat over a long time, and this is never taken into account, because it brings into question pretty much all activity for profit.
